Can I remove a city?

Sweden is divided into 21 parts. Since january 2019 all of them is a 'region'.
Every region is divided into one or more parts called a 'kommun'.
I have put in some kommuns that was missed in the lists, but there are also 'citys' in the list which is only a small part of a kommun. Can I in some way delete them? (Then it's of course necessery to move the pictures in that part of a kommun to the kommun.)
